Create Project hangs on Loading Repositories… in the Agents Window. Workspace never fills, so Create Project can’t finish. A connected GitHub/web repo should not be required.

Steps: Agents Window → Create Project → name it (e.g. “Migrate tiles”) → Workspace stays on Loading Repositories…
Expected: Workspace list loads, or you can pick a local folder / Start from scratch without waiting on remote repos.
This looks like the app getting stuck waiting on a repository response that never arrived, rather than the repositories being unavailable. When that happens, the Workspace picker keeps showing “Loading Repositories…” until the Agents Window is restarted, and a VPN or proxy makes it more likely.
Could you try this and let me know what you see?
Quit Cursor completely (Cursor → Quit Cursor), then reopen it.
Open the Agents Window and click Create Project.
Give the project a name and watch the Workspace row.
If it loads, tell me roughly how long it took. If it still says “Loading Repositories…” after 30 seconds, close the dialog, open Create Project again, and tell me whether the second attempt loads.
If it is still stuck, check Cursor Settings → Integrations to confirm GitHub shows as connected, and let me know whether you are on a VPN or proxy.
One note on the expectation: Create Project is for cloud projects, so the Workspace picker only offers repositories from a connected GitHub or GitLab account (or a new repository via Start from scratch). Local folders are not available there. If you want an agent on a local folder, use New Chat in the Agents Window, which lets you pick a folder on your Mac.
You do not need a GitHub or GitLab account to create a Project. In the Create Project dialog, the Workspace picker also offers “Start from scratch”. That creates a brand new repository hosted by Cursor (you can see it at cursor.com/codebase) and starts the project there, with no third-party account involved. What the picker does not offer is a folder that only exists on your machine. For an agent on a local folder, use New Chat in the Agents Window instead.
Start from scratch needs one thing in place: a codebase namespace for your account. On an individual paid plan this is created for you automatically the first time you use it. On a team, the team’s namespace needs to be set up once at cursor.com/codebase/get-started (it takes about a minute), and then every member can create projects from scratch.
