ENTER for search interface conflicts with ENTER for agent approval dialog

Where does the bug appear (feature/product)?

Describe the Bug

I was searching through the chat and hitting the ENTER. At this moment agent asked me for the approval and that ENTER was stolen by that dialog.
Hopefully this approve did not harm me.

Steps to Reproduce

see the above.

Expected Behavior

Dialogs should not have priorities. They should be activated only when they have focus or only by specific hotkeys. ENTER is too global for “Approve” dialog.

This is the same class of keybinding conflict you reported in your earlier thread – Enter being captured by the approval dialog when you intended a different action. Our team is tracking this and aware of the various ways it manifests.
