I’m thinking of upgrading to pro after my free trial. When I do, will my account reset all the usage for a “new” billing cycle?
Yes it will. You will get another 500 fast requests.
If you use up those, there is a button to increase the number of fast requests and it just multiplies your subscription, adding $20 each time (so $40, $60, $80, etc), and giving you an additional 500 requests each time.
Downgrading will remove the 500 requests putting you back at 0 (I may have tried to game the system 
).
