I’d like to create a user rule (available across all projects), but one which is not applied automatically. Specifically in this case, I’d like to create a rule describing how to deal with merge conflicts in more details. This is not something I want to run on every agent invocation since it’s usually irrelevant. But I do want to refer to it across many projects on request.
