Describe the Bug
I’m reporting a critical, reproducible issue in Plan mode where plan generation appears to complete (UI displays “Created plan” status) but the draft remains empty and the Build button does not respond.
Reproduction Steps
Open Cursor IDE with project files and code context provided.
Submit a natural-language request in Plan mode.
After clarifying questions, Cursor displays: “Thought for 21s” → plan summary preview → “Created plan” label.
Issue: Draft remains empty; clicking Build yields no response or error message.
Environment
Client: Cursor IDE
Network: Nekobox VPN (verified as non-causal; other modes work normally)
Reproducibility: Consistent—occurs with all prompts and across model switches (GPT-5, etc.)
Onset: Past 2–3 days, no local configuration changes
Observed Behavior
UI confirms plan generation (“Created plan” message displayed)
Zero draft content appears in the editor
Build button unresponsive; no error surfaced
All other IDE modes function normally
Suspected root cause: Server-side content persistence, race condition during draft finalization, or unhandled exception after generation completes

Steps to Reproduce
Occurs consistently across all prompts and all models (tested GPT-5-high-fast, others). No intermittent behavior—100% reproducible given the same project context and Plan mode request.
