Plan mode does not finalize the to-do list

Describe the Bug

I created a website in Astro from scratch using PLAN mode with claude-4.5 thinking.

The landing page was created successfully, and the plan was executed from start to finish, but the todo list created in the chat and the plan.md file were not updated.

The chat simply went into ‘Agent’ mode. I asked again if I could complete the tasks on the to-do list, and the agent mode couldn’t access the plan.md file.

I switched back to PLAN mode and asked, ‘Have we finished the plan? If so, finish the to-do list.’ The chat responded that it would perform the modification, but nothing happened. It even says it has finished the list, but the UI doesn’t reflect that.

Steps to Reproduce

  1. Create a simple Astro landing page.
  2. Press the build button
  3. After development, verify that the to-do list is not updated in the UI

Expected Behavior

  1. Don’t change the chat mode without warning.
  2. Make sure the chat and plan.md to-do lists are finalized upon completion of development.

Hey, thanks for the report. This looks like a known issue with todo sync in Plan mode. We’ve seen several reports this week where todos don’t update correctly in the UI and in plan.md.

The automatic switch from Plan to Agent without warning is especially concerning. As a temporary workaround, one user set up a custom workflow to manage todos in separate markdown files outside Cursor’s internal system.

The team is already investigating related Plan mode issues.

The automatic switch to Agent mode is annoying. I don’t think I’ve fully enjoyed Plan Mode yet because of that. I’m relieved that the actual behavior isn’t like that. Anyway, great work, I’ll be waiting for updates and improvements.

Plan was great for a couple days, streamlined my DEV sprint.
Then I staretd noticing a couple days ago, once the first plan is done, the agent struggles *cant actually, update the PLAN anymore, at first it was the checklist and then now it cant update anything.
Another really annoying thing is that unless you copy and paste the Plan MD somewhere its lost.

Great feature, annoying bugs means I cant really use it because a plan is nto right the first time hardly ever

yes its still buggy and wont listen to new instructions while its building the markdown file and also after taht
