This is a known issue with chat in a separate window. The team is aware and working on a fix. A few similar input bugs in separate windows are being tracked right now.
As a temporary workaround:
- Use chat in the normal panel, not in a separate window
- If you need chat in a separate window, try reloading the window (Ctrl+R)
