When the right-side panel is shown in an Agents window, the “IDE->” button is hidden. Ideally it would always be visible. Also, the “Enter Full Screen” button, which is only visible when the panel is shown, does not actually cause the window to go full screen.

Both of the things you noticed come from the same control, so let me untangle them.
The expand button in the panel header maximizes the editor panel inside the Agents window. It isn’t the macOS window full screen action, even though the label reads “Enter Full Screen.” When you click it, the panel takes over the entire Agents window, which is why the agent view and the “IDE” button go away at that same moment, and why the window itself stays exactly where it was. I agree the wording is confusing on macOS, since that’s the same phrase the system uses for the green button.
To get what you were expecting:
Control + Command + F (or F11) puts the window into real macOS full screen.
Clicking that same panel button again, now labeled “Exit Full Screen,” returns the panel to its normal width and brings the “IDE” button back with it.
“Open IDE” is available from the command palette at any point, whichever layout you’re in.
On always showing the “IDE” button: your post is filed as a feature request, which is the right place for it. Others can add their votes there, and that’s what helps it get picked up.
