Where does the bug appear (feature/product)?

Describe the Bug
When a new feature popup shows up, the browser view covers part of it making it impossible to close until I switch out of the browser.
Steps to Reproduce
See a popup tall enough and go into the browser view.
Expected Behavior
popups should be on top of all other views.
