Cursor UI design frequently cuts off popup panels

Describe the Bug

I have noticed that the nature of the Cursor UI is such that “popup” panels, dialogs, etc. are often cut off at certain viewport boundaries, preventing the user from being able to see the popup. Ideally, popups would be created outside of any given particular viewport, allowing them to be fully displayed regardless of the viewport boundaries of whatever control triggered their display.

Steps to Reproduce

EXAMPLE A:

When the prompt input is at the bottom of the agent chat panel, try to add various forms of context.
Often, context popup will pop up below the text you are inputting, and get cut off at teh bottom of the agent panel (above the statusbar).

EXAMPLE B:

Index enough documentation sites that the list of indexed docs scrolls.
Scroll to the bottom of the indexed docs list.
Click the book icon to display what things were indexed and how many.
Details popup gets cut off at the settings viewport boundary.

Expected Behavior

Full panels should always display fully, regardless of the viewport that the triggering control exists within.
