The usage window is too eager to display

Describe the Bug

This darn usage window is constantly popping up and blocking the agent input and getting in the way. Hovering anywhere near it opens it, and hovering over the open window restarts the countdown to close. I only occasionally care what it says but its opening all the time because my mouse passes over it.

Steps to Reproduce

Hover over the usage limit.

Expected Behavior

Either open after a longer hover, or only open when clicked.

Does this stop you from using Cursor

No - Cursor works, but with this issue
