Describe the Bug
Bugbot is not respecting the Restrict Access list in the Bugbot Manage Licenses controls. As a result all contributors are being granted Bugbot licenses (and having Bugbot running on their PRs) erroneously.
Steps to Reproduce
Enable Bugbot on a given repository - but configure “Restrict Access” list.
Observe that users not on this list have Bugbot run on their PRs (and then show up in the Active Licenses This Billing Cycle list)
Expected Behavior
Bugbot should respect the Restrict Access list - not allow use of licenses to users not allowlisted by that list, and not run for any such user.
