Don't show "Background Agents" button if disabled

Currently on 1.1.2

I have Background agents disabled.

I still see the icon in the chat UI.

Could you disable that since the feature is disabled?

Hi Edward, thank you for the feature request.

I would say the Cursor Team has added the icon there for easier feature discovery as many are eager to use it, but your point is understandable
