Double billed on my account, and the plan is not upgraded after pain

I previously linked my credit card to the payment portal, and it deducted the amount for the renewal. But today, the cursor was downgraded to a free plan, so I have to pay for the upgrade plan again. I have paid twice for this month. Please refund the second payment to me.

After I paid, the plan still remain as free plan.
